Office of Foreign Assets Control Reporting System (ORS)


ORS is intended to facilitate the following activities:
  • The public’s submission to the Department of the Treasury’s Office of Foreign Assets Control (OFAC) of reports on blocked property pursuant to 31 C.F.R. § 501.603.
  • The public’s submission to OFAC of reports on rejected transactions pursuant to 31 C.F.R. § 501.604.
ORS does not currently support:
  • The unblocking of property that has been blocked (“frozen”) by an institution.  If you are trying to unblock property that has been blocked pursuant to OFAC sanctions, please submit an application through the OFAC License Application Page: https://licensing.ofac.treas.gov/Apply/Introduction.aspx.
  • The submission of reports required by an OFAC general or specific license.
  • The submission of a self-disclosure.  OFAC encourages persons to submit self-disclosures to the following e-mail account rather than through physical mail: OFACdisclosures@treasury.gov.  Please also refer to OFAC’s Data Delivery Standards for detailed electronic submission guidance.

  • Recommended Browsers: Microsoft Edge or Google Chrome.
  • While other browsers may work with ORS, their compatibility cannot be guaranteed.  If you encounter issues with the application, please reattempt submission with Google Chrome or Microsoft Edge before contacting IT Support at OFACreport@treasury.gov.
  • All required fields are marked by a red asterisk: *
  • Help is available on each page by selecting the “Need Help?” link in the top left corner.
  • If prior to submitting reports on blocked property or rejected transactions, you close your web browser or allow the system to timeout after 20 minutes of inactivity without hitting “Save as Draft,” your changes will not be saved.
  • If you submit a report through ORS, please do not submit the same report to OFAC via email or mail.
  • Institutions that empower third party individuals to file reports on their behalf are responsible for the submission of any reports pursuant to 31 C.F.R §§ 501.603 and 501.604.  Additionally, these institutions are responsible for approving and deactivating any ORS accounts associated with their third party filers, as applicable.
  • Additional information concerning the submission of blocking and rejected reports can be found in the Reporting, Procedures, and Penalties Regulations, 31 C.F.R. Part 501.
  • Information about OFAC and the sanctions programs that it administers can be found on OFAC’s website at https://ofac.treasury.gov/sanctions-programs-and-country-information.
  • Register for an ID.me Account: To use ORS, users must first create an ID.me account.  ID.me, a contractor of the Department of the Treasury, is an online identity network that provides secure identity verification services and enables users to prove their legal identity and attributes of their identity.  View the Privacy Act Statement related to information shared with ID.me.
Terms of Agreement:

  • COMPLETE ALL APPLICABLE SECTIONS TO CREATE AN ACCOUNT.  FAILURE TO PROVIDE ADEQUATE INFORMATION MAY RESULT IN YOUR ACCOUNT APPLICATION BEING DENIED.
  • AN ACCOUNT MUST BE CREATED AND APPROVED BY A FILER ADMINISTRATOR AT YOUR ORGANIZATION OR BY OFAC BEFORE YOU ARE ABLE TO SUBMIT BLOCKED OR REJECTED REPORTS.
  • ACCOUNTS THAT ARE NOT USED FOR 90 DAYS WILL BE DEACTIVATED.
  • COMPLETE REPORTS ARE REQUIRED TO BE FILED WITHIN 10 BUSINESS DAYS FROM THE DATE THAT PROPERTY BECOMES BLOCKED OR A TRANSACTION IS REJECTED.
  • OFAC REVIEWS ALL BLOCKED AND REJECTED REPORTS THAT ARE SUBMITTED THROUGH ORS. REPORTS THAT ARE DEEMED TO BE INCOMPLETE, INCORRECT, OR OTHERWISE INADEQUATE WILL BE RETURNED TO THE FILER. IT IS THE RESPONSIBILITY OF THE FILER TO REVISE AND RESUBMIT THE REPORT.
  • ALL REPORTS ARE REQUIRED TO INCLUDE A DIGITAL VERSION OF THE TRANSFER INSTRUCTIONS, PAYMENT, CHECK, LETTER OF CREDIT, ETC. GIVING RISE TO THE BLOCKING OR REJECT.  THE FOLLOWING FORMATS ARE ACCEPTED: .PDF, .DOC, .DOCX, .XLS, .XLSX, .JPEG, .JPG AND .PNG.
  • SUBMISSION OF A BLOCKED OR REJECTED REPORT (1) DOES NOT EXCUSE THE FILER FROM THE NEED TO COMPLY WITH ANY LAW OR REGULATION ADMINISTERED BY THE OFFICE OF FOREIGN ASSETS CONTROL OR ANY OTHER AGENCY, (2) DOES NOT CONSTITUTE THE SUBMISSION OF A SELF-DISCLOSURE, AND (3) DOES NOT RELEASE THE FILER OR ANY THIRD PARTY FROM CIVIL OR CRIMINAL LIABILITY FOR VIOLATION OF ANY LAW OR REGULATION.

WARNING!
MAKING FALSE OR MISLEADING STATEMENTS ON OR IN CONNECTION WITH THIS SYSTEM MAY CONSTITUTE SERIOUS VIOLATIONS OF FEDERAL LAW AND MAY RESULT IN SUBSTANTIAL CIVIL OR CRIMINAL PENALTIES.


PAPERWORK REDUCTION ACT NOTICE

Part 501 (the "Reporting and Procedures Regulations").  Pursuant to the Paperwork Reduction Act of 1995 (44 U.S.C. 3507), these collections of information have been previously approved by the Office of Management and Budget under control number 1505-0164.  An agency may not conduct or sponsor, and a person is not required to respond to, a collection of information unless the collection of information displays a valid OMB control number.
